Yes, it must do. A PD-8 is no different from most Roland cymbals as far as module inputs are concerned.
It's confirmed on Page 30 of the TD-27 Data List.

That kit does have actual CY-5 cymbals, not the single-zone lookalikes. So they should get separate bow/edge sounds and be chokeable.
Make sure the stereo L-plugs are really fully inserted into the cymbals; they can be very stiff when they're brand-new; push again, harder!

Which input? What type of cable? Which trigger type is set for that input?
They can all make a difference (especially Input and TrigTyp on a TD6V).
Test it connected where a dual-zone cymbal works, like ride/hi-hat inputs.

Connecting both Left and Right to a single mono amplifier like a typical PA system?
What is "Phase Cancellation"? | Sweetwater
Another common artifact of out-of-phase stereo mixes is where signals panned to the center disappear, while sounds panned hard to one side...

Which output(s) did you connect from the TD-10 module to the PA mixer?
It sounds like perhaps you connected both Left and Right Master outputs, which can cancel each other so that you only hear ambience through a mono PA.
