I would say yes. The module alone cost more than that in Japan (can't speak for the US, but I would expect so).
If you look at the 79 people who bought stuff from the seller, there's a lot of of the same people popping up and they've only bought items that are a low cost. Who's to say all this feedback is legit?
The old saying comes to mind, "if it sounds too good to be true, it probably is too good to be true".
"Auction Has Ended" - but most likely a (sick) scam.

Hart Pro 6.4 (Hammered Chrome), Roland TD-8, Gibraltar Throne w/ Backrest, Tama Iron Cobra Bass Pedal, ALTEC A7-500 "Voice of the Theatre" Speaker/Horn System with Sunn Concert Slave amp and lot of other audio stuff, Sony MDR-7506 Headphones, Zildjian DipSticks - and Czech Skorpian, Heckler & Koch MP5, etc Submachine Guns to stick out the window behind my kit for some quite unique fills...
If it makes you feel any better, I just got my heart broken over a super TD-20 deal as well. Craigslist ad last night had the full kit posted for $1,500 and the ad actually had a location listing in my area, though it had a generic TD-20 image that was obviously ripped off from a retail Web site.
I emailed, asked a few questions and requested a picture of the actual kit. The owner just replied to my email. It's actually a TD-10.
