Most likely has to do with the impedance of your headphones. The topic has been discussed several times. Try searching on headphone volume or impedance.

Maybe some of these might help?

I have a td 8 and it is loud in the headphones at 2 o'clock setting. What are your sliders set at? Or the master volumes of your kit in the mixer section? I would try another set of phones.
Roland TD-8 Mod, DIY burgandy Mapex drums 12" snare, 8" 10" and 12" rack toms, 14" rack floor tom, 22" Bass drum , 3 cy-15r cymbals, one for the ride 2 for the crashes and cy-14c for hi hat.

Songs i've recorded using my old TD-7

      My drum kit

          Tried a factory reset?

Tried running master outs to a cheapy mixer and headphone out from that?

I found that my preset songs were much louder than the drums and i had to lower them down on the mixer to balance it out.

            Hi Kevjns,

It sounds like your internal menus are set to a lower volume for the pads - check them first against the preset songs, and also try plugging your headphones into one of the 6.5mm outputs and compare that level to the h/phones output
