Setting Up 2 Hi-Hats On TD-30

Can someone tell me how to set up 2 hi-hats on a TD-30 module. I know I can just
assign a separate cymbal to be a hi-hat, but what happens is, the hi-hat pedal now
controls both hi-hats. I only what the hi-hat pedal to control the main hi-hat, and I
want the secondary hi-hat to only be in the closed position. Is that possible

Yes, it is possible. You need to change the "Fixed Hat" parameter from "NORMAL" to "FIXED2". See the page 58 of the TD-30 Owner's Manual for Instructions.
