Went on a quest for my own personal Neil Peart #1 and bought 3 Slingys and each one sounded like shiite. Lots of resources out there for what you are looking for including this one http://vintagedrumguide.com/how_to_vintage_snare.html. Whink, whink.
I have been into restoring bicycles for a number of years and one trick that absolutely rocks is oxalic acid. It's mild, CHEAP and you can find it at the hardware store (it's commonly used as a wood/deck cleaner). You mix it up w/ water and let your parts sit in it. I have witnessed frames that were canidates for rechroming come back from the dead. No heavy scrubbing, nothing...

Roland TD-20, Hart Dynamics 7.6, 2 x PD-7, extra PD-7 and Hart Snare laying around, Vic Firth Dave Weckl signature sticks, Axis A-longboards double pedal, Sony MDR-CD780 headphones and not enough inputs.
I don't know how it would do as a general metal/plastic/rubber cleaner, I have only used it on steel.
You should be able to find it at a paint store, it's sold in crystal form. I am going to mix some up for my deck this weekend, it removes the gray/dark residue on wood really well.
